This patch addresses CVE-2023-28431 by increasing the gas cost for modular exponentiation operations when the modulus is even, mitigating a potential DoS vector in the Frontier EVM precompile. The fix modifies the gas calculation logic to multiply the cost by 20 when the modulus is even, ensuring proper resource accounting.
